Naming the father on a birth certificate 7yrs later

Long story short, my partner and his ex had a private arrangement for child support and custody.
She has not stuck to her side of the agreement and is now with holding access.
The problem is my partner is not on the birth certificate. They were not together when she had her and she decided to take off back to Australia to give birth (all in NZ now). She did not give him a chance to be named on the birth certificate.
He has asked and asked over the years and she says she will do it but never has. Now she is saying that she has lost the original birth certificate so it is his responsibility to pay for a new one so he can get his name on it.
My question is, is there any way he can get his name put on the Australian birth certificate (she was born in Adelaide) without a copy of the original and without having to deal with his ex? He would like to go through the proper avenues for child support and access here in NZ but without his name on the birth cert, he has no rights. Thanks!

Ok thanks so in other words he's stuffed if she refuses to fill in the forms and will have to take her to court!!

Honestly I’d get a DNA test just to make sure she is his anyway.

All his kids have inherited the same features of his so I do believe he is her dad, but yes it would be pretty likely she wasn't if it weren't for that

Why hasn't he gone to court in all these years instead of resorting to asking her over and over. I don't understand why he hasn't thought to do that.

Because he didn't want to have go to court and never really needed to until now as their arrangement had been working

Even with a working arrangement, its so important for the secondary parent to have arranged things legally so that this stuff doesn't happen where mum gets to call all the shots. And its all because of situations like this where a child has been whisked away from the other parent and now she gets to get away with it. He really needs to get a lawyer involved now , and these things can take years to solve.

Yes im sure since they have an agreement, he gets the court ordered DNA test and does the paperwork.

Stop paying child support, it works both ways. She might make it easier for him to be put on the birth certificate then.
