3 year old boy toilet training regression

Im at a loss.
Joshua has been toilet trained for a year and wasn't having mistakes.

Now, since the move a month ago, he has been getting worse. Started off as 1 or 2 wee accidents and now i am lucky to get 1 or 3 wees on the toilet in a day. No accidents in public outings and no poo accidents.

He isn't fazed by it. Will happily walk around in wet pants if i make him, but usually i will know he's done it because he strips off and gets new shorts.

I get regression is a thing when change happens but it has been a month. I am not sure what to do. Everything i read on regression says 2 weeks. And it has got worse, not better.

My initial reaction is to discipline but they say don't. But he is legit doing it on purpose. I know this because out in public he will hold for hours if he has to, wont pee himself out. I will also ask him if he needs to do, then he will say no and right away pee.

Ive tried growling at him, talking to him, ignoring him, said he will be disciplined and even chocolate- if he goes in toilet he gets one and if he doesnt i get it, still nothing! I get really excited when he does go

I have taken him to doctor to rule out infection like UTI

Maybe tell him he has to go the whole day with no accidents to get a chocolate reward. Regression is normal and sometimes it lasts longer than we would like it to.
