My 12 year old has a vision impairment. This means he won't be able to drive when he's older. I'm not sure when to tell him or how ? There is no chance this will improve or change if anything it will get worse. Opinions please.

My son has a number of disabilities. We have always discussed it openly. I view it as about his body, so he needs to be fully informed on it and what that means.
As a starting point I’d ask him what he knows about his vision/diagnosis and go from there. It’s quite possible he is already aware he has limitations, and put two and two together in his own mind.
Sooner the better although he probably already knows. If you don't already use public transport I would start using it for some trips so it's not so daunting and he can see that you don't need a car to get around. If he doesn't see a car or license as a necessity then it will be an easier pill to swallow.
