License exemptions - qld

Hi IMs
I was wondering if anyone in QLD has gotten a logbook exemption for their learners permit? Or know anyone who has?

I got my Learners Permit when I was 16 in Victoria. I didn't have anyone to take me out for lessons as my parents didn't own a car or hold a license anymore, and I didn't have the funds to afford lessons through an instructor (my parents weren't going to pay for it either, I had actually paid for my whole learners permit out of my own wage when I worked).
I managed to get some hours logged after I was 18 through a few instructors and a friend of my now ex-partner who held her full license. Due to moving to QLD, my logbook was lost so I wasn't able to transfer hours across.
I had transferred my learners from vic to qld as it needed to be done in order to register the car I had at the time. My ex then had a full license so I got back those logged hours I'd lost, except that he never signed them or anything. My car was also the only vehicle we had so he drove it most of the time, and as such I ended up with a few infringements under my name as he'd been done by cameras. What I know of is there are 2 speeding fines, a parking fine, and several toll road fines. He hid these from me when they came in the mail until it was too late. I've now lost a demerit point from one of the speeding fines, and when speaking with TMR was told due to the time that had passed, I'd need to get my ex to complete a stat dec confirming he was the driver at the time. He's being a prick and refusing to do this.
I'm 21 at present and my learners is due to expire around sept-oct 2018 (next year) and I desperately need my license as I've got a 2yo and another bub due end of may. I've no family or friends here either so I'm pretty much on my own. I've looked at the logbook exemption form and it says I need parents or guardian to sign it etc but my family is in another state and I no longer speak to them (not to mention my parents aren't the kind of people I can ask this sort of favour from, even though it wouldn't cost them a thing to simply sign the form saying I have no one to take me driving and such, they still wouldnt unless they'd get something out of it). The form also states driving record is considered and my ex has screwed up mine already.

Anyone been in a similar situation? Unfortunately in QLD to go for your Ps without logbook the age is 25yo (unless approved for an exemption) and I can't afford to wait another 3 years (I'm 22 end this yr) and my learners will be well and truly expired. Not to mention if I have to renew it, that's another $160 to pay and I'd sooner put that into a driving test.
