You can give cows milk in food (like a little bit in weetbix) from 6 months old. Before that, it's just too harsh on their tummy.
Water is fine to make things a little runnier.

I just gave my bub his first try of weetbix. I mixed it with cooled boiled water - only because I had some sitting in the kettle

Cooled boiled water if needed. And can add cows milk to food from six months of age.
